The purpose of the seminar was to present and discuss how traceability and electronic monitoring systems can contribute to reliable documentation of fisheries. While traceability serves as the platform for the flow of information regarding catch weight and composition, catch area and discards, the monitoring should ensure a high degree of reliability of the information.
The seminar focused on methods and experiences in electronic monitoring of fishing activities. It presented Canadian experiences and the Danish experiment which is expected to start on July 1st 2008.
The seminar also discussed possibilities of involving the fishing industry in collection of detailed fishing data thereby ensuring the fishing industry responsibility in providing true basic data for the scientific advice.
Finally the seminar opened a discussion on perspectives in relation to a new EU management paradigm. Can the present CFP of "regulation and control" be supplemented by a policy of "incentives and documentation" by giving fishermen who retain all catches of fish aboard a bonus equal to the otherwise recognised levels of non-reported catches. Could a simplification of EU controls be build around traceability chains?
Participants
The seminar was open to the fishery industry, managers, policy-makers, scientists and other stakeholders and had about 100 participants.
